Profile Name gets blur in Manage person window

Issue descriptionChrome Version:63.0.3238.0 fc7c1e473dfde53eb32f2e6528d6b0f957f850f5-refs/heads/master@{#508208}(64-bit) OS: Win(7,8,10), Mac(10.12.6) and Linux(14.04 LTS). Steps to reproduce: 1.Launch chrome and navigate to avatar icon and click on manage People. 2.Add person more than 10 and maximize manage person window and observe. Actual Result: Added Person names get blur on maximizing manage person window. Expected Result: Added Person names should not get blur on maximizing manage person window. This is Non-regression issue broken in ‘M-45’. Kindly review the attached screenshot for reference.
