Enable V8 context snapshots on Chrome OS

Issue description

Intel mentioned that this featured is not enabled in Chrome OS and that it could bring some nice v8 improvements.

What does it take to enable this on Chrome OS? 

Assigned to Ben for guidance on who should be looking into this work.

Unfortunately, we have no plans to work for this issue aggressively in these few months.
Change the priority to be P3.

Thanks for the pointer! 

The concerns for Android could apply to CrOS entry-level models due to the storage and I/O speed constraints.
