Regression : Vertical scroll bar doesn't appear in 'Sources' section of devtools.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Now go to 'Sources' section and drag debugger window upwards until vertical scroll bar is seen in Open file window

Actual: Vertical scroll bar doesn't appear after dragging debugger window upwards(In open file,Run command window)
Expected: Vertical scroll bar should appear after dragging debugger window upwards(In open file,Run command window)

This is regression issue, broken in ‘M 60’ and will soon update other info :
Good build:60.0.3082.0
Bad build: 60.0.3083.0

Using the per-revision bisect providing the bisect results,
Good build: 60.0.3082.0 (Revision: 467535).
Bad build: 60.0.3083.0 (Revision: 467821).

You are probably looking for a change made after 467804 (known good), but no lat
er than 467805 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

Thank you for the report.  This was an intended change, the placeholder doesn't scroll.
