What steps will reproduce the problem?
(1)Sign into user  ->Launch chrome,open chrome://settings/help page and click on 'Powerwash for added security' ->click RESTART
(2)In 'Reset this chrome device' overlay, press tab continuously and Observe the focus on Checkbox(kindly refer video)

Actual:Weird focus is seen on Checkbox of'Update firmware for added security'
Expected:Focus should be seen properly.

This is a Non-Regression issue since it is implemented in M-63

@alemate: Please confirm the issue

Note:Issue is not seen in Linux,Windows OS
