Regression : I beam pointer is not seen in search box in 'Coverage' section of devtools.

Issue description

Version: 63.0.3237.7 8c1a645bff123782500285f1e44850320da52536-refs/branch-heads/3237@{#8}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Now open 'Console' drawer and open 'Coverage' option and click the record button and record some activity.
3. Now click or hover mouse over 'URL filter' search box and observe mouse pointer

Actual: I beam pointer is not seen after clicking or mouse hover in 'URL filter' search box
Expected: I beam pointer should be seen after clicking or mouse hover in 'URL filter' search box

This is regression issue, broken in ‘M 63’ and will soon update other info :
Good build:63.0.3223.0
Bad build: 63.0.3225.0

Using the per-revision bisect providing the bisect results,
Good build: 63.0.3223.0 (Revision: 503965).
Bad build: 63.0.3225.0 (Revision: 504540).

You are probably looking for a change made after 504147 (known good), but no lat
er than 504148 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

DevTools: fix cursor style and disabled state for TextPrompt

- Hovering cursor over placeholder text now has correct 'I-beam' style.
- Disabled TextPrompts now look visually different, more transparent,
  consistent with the disabled style on disabled ToolbarButtons.

Rechecked the above issue on Windows 8 OS with latest canary chrome version : 64.0.3255.0 and the issue is not reproducible.Kindly refer the attached screen cast for reference.

Correction:
Rechecked the above issue on Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6,10.13.1) OS with latest canary chrome version : 64.0.3255.0 and the issue is not reproducible.Kindly refer the attached screen cast for reference.
