FR: Consider enabling (touch friendly) stacked tabs for Windows touch

Issue description

In Chrome OS we use the touch-friendlier MD 'hybrid' layout in top chrome when we detect the presence of a touchscreen. Let's consider doing the same on Windows.

Girard, a few of us tab UX folks have been looking at possibly using stacked tabs as one possible improvement for desktop users with a too many tabs.

Was wondering if you had plans on landing the CL you started. I've been doing my own builds, but having this behind a flag would enable other UX folks to evaluate the pointer interactions and see if it's viable.

Just realised this is for Windows touch devices.

Any chance that we could have a broader option to enable stacking for desktop, regardless of pointer device.

We had a flag for this at one point. If there is value in UX playing with this on non-touch devices we can add it back.

Back from vacation - I've dusted off the patch and intend to land it shortly.

WRT non-touch implementations, there would be some changes required beyond the flag, but they're not significant. I'll take a look at landing that (behind a separate flag) as well.
