Set up tryservers and a CQ for release branches

We should have tryservers and CQ support for release branches; currently, we have no good way of vetting changes prior to just merging them across and seeing what the branch builders do.

This probably should be blocked on making branch DEPS files contained pinned dependencies rather than floating ones, see bug 773935

gclient can already do this (if you check out a release branch locally, gclient sync will do the right thing afaik), and bot_update can as well (with --revision src@refs/branch-heads/4321, it will check that out and then gclient sync).

The difficulty here is a) making sure the DEPS files on branches reflect reality (I'm never sure what the state of this is), and b) making it possible to specify jobs which will check out a branch instead of master.
