Waterfall restart for revised VM Test allocation.

This CL re-arranges builders on the ChromeOS and ChromiumOS waterfall.

In particular, it moves 13 builders from baremetal to GCE. So... we need more GCE to support it.

Also, we'll need to restart both ChromeOS and ChromiumOS waterfalls.

All necessary changes are landed, but not in time for todays restart. I'm starting the pin bump now, and will do the restart tomorrow.

I'm expecting the ChromeOS builders to work for now, but to not migrate to GCE machines until the restart tomorrow.

The changes to the ChromiumOS waterfall will result in a broken incremental builder and a missing builder until tomorrow.
