In tablet mode, Chrome crashes if opening an browser app as an window

Chrome Version: 63.0.3238.0
OS: Chrome

What steps will reproduce the problem?
(1) Enter into tablet mode
(2) In app list, use two fingers to tap on a chrome app, and select "Open as window"
(3) Try to select the chrome app by tapping on it

What is the expected result?
Chrome app can open normally

What happens instead?
Chrome crashes. It only crashes in tablet mode, not in laptop mode

This used to work - there's been some work mashifying the chrome immersive mode manager after the cl in #1 was implemented. I can dig into this.
