Implement compiler wrapper in GO.

See discussion in issue 773138. 

Current python compiler wrapper has a penalty of around 28ms which can be taken to ~16ms. 

If we implemented this in Go, we could reduce this to under 3ms. 

As the analysis shows in 773138, this is not a high priority, but it would be nice to do.

Same disclaimer as on issue 773138 about no promises for progress, but this is something I'm interested enough in to at least have in my queue.
