Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36 Steps to reproduce the problem: Note: this error is discovered in a C# automated test suite 1. Launch Google Chrome in headless mode; 2. Navigate to 'chrome://clearBrowserData' 3. Try to find elements (checkboxes for data type selections, dropdown for the search back period and "Clear browsing data" button) with Selenium. What is the expected behavior? Even if I'm in the "headless" mode, I should be able to clear my browsing data like I would do without the "headless" argument. What went wrong? The page is not correctly loaded and I'm unable to select the appropriate elements with Selenium. Did this work before? N/A Chrome version: 61.0.3163.100 Channel: stable OS Version: 10.0 Flash Version: Shockwave Flash 27.0 r0

Small adjustment, just letting you know that the URL should be chrome://settings/clearBrowserData, not chrome://clearBrowserData

Thanks, I'm changing this to a feature request, since Headless has a different browser session management than Chrome This is somehow related to Saving/Restoring browser sessions: https://bugs.chromium.org/p/chromium/issues/detail?id=617931
