Issue description

UserAgent: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:56.0) Gecko/20100101 Firefox/56.0

Steps to reproduce the problem:
1. type this command line : chromium-browser *
2. 
3. 

What is the expected behavior?
A warning that browser will try to open a huge huge (infinite ?) amount of tabs

What went wrong?
No way to close the browser properly.

Did this work before? No 

Chrome version: 61.0.3163.100 (Build officiel) Built on Ubuntu , running on Ubuntu 16.04 (64 bits)  Channel: n/a
OS Version: 
Flash Version: (no flash)

Unable to reproduce the issue on the reported chrome version stable 61.0.3163.100 , on Ubuntu 14.04. We are able to close the browser properly even after infinite number of opened new tabs. Attaching the screen cast of the same. 

@Reporter: Could you please mention whether we have missed any steps in reproducing the issue or clarify on the exact behavior you are looking for
