Unable to reproduce the issue on the reported chrome version stable 61.0.3163.100 , on Ubuntu 14.04. We are able to close the browser properly even after infinite number of opened new tabs. Attaching the screen cast of the same. @Reporter: Could you please mention whether we have missed any steps in reproducing the issue or clarify on the exact behavior you are looking for Thanks!
