Unable to do gclient sync on ppc

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1.  on ppc Linux: fetch v8

What is the expected behavior?

What went wrong?

I suspect that the "uname" output that was pasted in #6 is not correct, and it should have read "ppc64le" :/ *sigh* I'll file a new CL to fix this.

RE #20

I could find vpython for linux-ppc64le from cipd by 

/ppc/depot_tools>cipd ls infra/tools/luci/vpython/linux-ppc64le
infra/tools/luci/vpython/linux-ppc64le

but if I run vpython, it shows that:

/ppc/depot_tools>vpython
Error: resolving package: failed to resolve package version (line 6): package "infra/tools/luci/vpython/linux-ppc64le" doesn't have instance with version "git_revision:bbb30ff0932ace4c6bed7ca1ba14e8a1ccc819cb".
/sandbox/johnyan/ppc/depot_tools/vpython: line 12: /sandbox/johnyan/ppc/depot_tools/.cipd_bin/vpython: No such file or directory

I already use VPYTHON_BYPASS. I think it's because the git tag hash doesn't match the one on server. Could you please double check?

I checked cipd_manifest.txt. The last time to roll vpython was on Oct 4th, which is before opening of this issue.

The fact that you hit "application.go:261" suggests that you did not set the environment variable, as detailed in #20.
