add tighter alerting for failed analyzer runs

analyzer crons only run every ~5min, so regular 500 alerting is way above that threshold.

We should probably alert on /_cron/analyze/* requests failing more frequently than 0.001/s. 

This is follow-up for the outage caused by https://bugs.chromium.org/p/chromium/issues/detail?id=773674
