Expose an orientation-only VR device ("magic window") on Chrome OS |

Issue descriptionAs part of supporting magic window mode presentation generally, we should specifically make sure that Chrome supports it on Chrome for Android and Chrome OS (in the Chrome OS case, for devices that include an IMU such as Pixelbook).

Magic window is already supported on Android. We are reworking that in issue 695937 , but there is no need to track this here. Thus, this now specifically tracks Chrome OS. Support is blocked on issue 774129.
