create new branch for third_party/hostap repo

I would like a branch in chromiumos/third_party/hostap named "wpa_supplicant-2.6" that points at the same place as the rebase-2-6 branch found here: https://chromium.googlesource.com/chromiumos/third_party/hostap/+/rebase-2-6
