Gather component stats for top-level projects |

Issue descriptionCurrently, we only gather components stats per component. It'd be nice if we also gathered top-level stats for the entire project and displayed them as well, so we could track how bugs are moving across our top-level projects.

prasadv@, can you clarify? I think anatolid@ and others are looking for stats on *all* bugs in Chromium (or WebRTC) - what we show at https://chromiumdash.appspot.com/components only shows bugs with a component applied. Since we don't query at all for issues without a component, I don't think we support this today.

+1 to #2 I'd like to be able to have aggregate stats for all components in a project (like WebRTC).
