"Add this site to your shelf" pop-up appears on top of autohiding tab-strip

Issue description

Chrome Version: 62.0.32002.43
OS: ChromeOS Flip

What steps will reproduce the problem?
(1) Set the current window to ChromeOS special auto-hiding full-screen mode.
(2) Navigate to a site to trigger the "add this site to your shelf prompt".

What is the expected result?

Expect that the prompt appears below the auto-hiding tab-strip, or in some other location that leaves the tab-strip easily accessible.

What happens instead?

The prompt appears to be anchored to the top of the screen, mostly obscuring the tab-strip when it auto-shows itself, making it hard to reach. This forces the user to explicitly dismiss the "add to shelf" prompt in order to even switch tabs away from the annoying prompting tab.
