Network panel - transferred-size column shows wrong size for brotli compressed file with correct content-type

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.45 Safari/537.36

Steps to reproduce the problem:
1. Open Network Panel in Developer Tools
2. Load https://web.froso.de/temp/blub/w3pro.css
3. column content-length displays 3315
4. check transferred-size column

What is the expected behavior?
transferred-size: 3.24 KB

What went wrong?
transferred-size column displays wrong size 14.8 KB, although content-length shows the correct size

Did this work before? N/A 

Chrome version: 62.0.3202.45  Channel: beta
OS Version: 10.0
Flash Version: 

firefox 56.0 shows the correct size (see screenshot)

Able to reproduce this issue on reported version 62.0.3202.45 , latest stable 61.0.3163.100 , latest beta  62.0.3202.52 , latest canary 63.0.3237.7 using Windows 10,Ubuntu 14.04 and Mac 10.12.6. i.e; Seeing 14.8 KB in size section of network tab.

Observations:1. Till M60 size is seen as 82B. Attaching screenshot
2.Same behaviour[14.8 KB] is seen in Firefox with version 56.0. Attaching screenshot

Hence considering this issue as Non-regression and marking this as Untriaged

When not navigating directly to that URL, the size is correct. See http://jsbin.com/yitilodozo/edit?html,output

This seems to be a duplicate of a different issue, where for navigation requests, the reported size is the uncompressed one.
