Tapping on more button with no internet connection is displaying a toast message with irrelevant message.

Issue description

App Version: 62.0.3203.52 Beta
iOS Version: 9.3.5, 10.3.3, 11.0
Device: iPhone and iPad

Steps to reproduce:
1. Launch chrome 
2. Turn off the device internet
3. Tap on more button

Observed results:
‘Article aren’t available at the moment’ toast message is displayed.

Expected results:
The toast message should display valid information like ‘Network unavailable’.

Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: Not tested
Bug reproducible on Safari/Firefox: Firefox: NA, Safari: NA
Bug reproducible on current stable build (App Version, iOS Version): No on M61(Feature is avaiable from M62)
Bug reproducible on the current beta channel build (App Version, iOS Version): Yes on M62 Beta

Shimi, could you weigh in? I don't have strong feelings about the string except for keeping consistency with other offline behaviors.

Agreed that the preferred string would be to display "No internet connection", since that is the actual issue.

I just responded on an Android bug for a similar issue.

It would be great to keep the strings consistent.

Per c#3, yes, I do think Zine should let the user know what is wrong specifically, "No internet connection", rather than just saying that articles aren't available.

I don't think this is necessary. We don't have enough information from the ContentSuggestions service to know what went wrong exactly.
