Issue descriptionApp Version: 62.0.3202.52 beta iOS Version: 10.3.5, 11.0.1 Device : iPhone only Precondition : 1.Enable chrome in today's view. 2.Have a link copied in chrome. Steps to reproduce : 1. Launch chrome 2. Tap on omnibox in NTP. 3. Send the app to background. 4. Open New Incognito tab from chrome quick actions. 6. Tap on tabswithcer icon and navigate to normal tab. Observed results: Omnibox is displayed Expected results: Omni box should not be displayed. Focusing the omnibox when tapping "incognito search" in the quick actions widget is the expected outcome. WAI :)

Sorry for missing clarity. If you pause the video at 0.17 sec, Toolbar is incorrectly displayed in NTP which is bad.
