Non-Regression : Unnecessary 'Password is too short' Error message is seen on clicking 'Enter' button in 'Create a new supervised user' overlay

Issue description

Chrome Version: 62.0.3202.52/9901.44.0 Beta channel Candy,Daisy and Reks
OS: Chrome

What steps will reproduce the problem?
(1)In sign-out screen click on three dot Menu to 'Add supervised User'
(2)Click on 'Create Supervised User' -> Now  enter password in'Choose the manager for this supervised user' Overlay -> Navigates to 'Create Supervised User' overlay
(3)Now at Profile pictures click on 'Take photo' option -> So that Camera screen is seen ->Press 'Enter' button and picture is captured -> Now again click on press 'Enter' button
4)Observe 'Password is too short' Error message at 'Enter password' text box under 'Create a password' (Please refer Video)

Note: 
1.After Error Message is seen click on 'Import an existing supervised user'  and now again click on 'Create a new supervised user' -> Observe 'Enter password' text box is seen in red color
2.Issue is seen on latest M-63 also


Expected: Unnecessary 'Password is too short' Error message should not be seen on clicking again on 'Enter' button after picture is captured  
Actual: Instead Unnecessary 'Password is too short' Error message is seen

This is Non-Regression Issue seen from M-55

@reveman: Please confirm the issue

Looks like the input focus is not moved where expected after taking a picture.
