What steps will reproduce the problem?
(1)Sign into User  ->  Press 'Ctrl+F5(Overview Mode Button)' for screenshot
(2)Don't close Notification -> Click on Notification Icon -> Now click on 'Settings'
(3)Now click Back Icon near Notifications and observe screenshot notification moved to top and unnecessary space is seen (Please refer Video)

Expected: Unnecessary space should be not seen on clicking Back Icon near Notifications
Actual: Instead unnecessary space is seen

This is Regression Issue as same is working fine in 57.0.2987.154/	9202.71.0 Stable-channel Candy device

@Yoshiki: Please confirm the Issue

Note: Issue is seen on latest M-63 also
