Textboxes are chopped from right side after zoom in/out the DevTools Settings page.

Issue descriptionChrome Version: 62.0.3202.52 (Official Build)d6ed027fa2ac4051e8fd20a916a8df4350c22986-refs/branch-heads/3202@{#653} 32/64-bit. OS: Windows(7,8,10), Linux(14.04 LTS). What steps will reproduce the problem? 1. Launch Chrome, Open DevTools window and press F1 key to open 'Settings' page. 2. Go to Devices section and click on 'Add custom device' button(Observe right side border of 'Device name' and 'Device pixel ratio' text-box). 3. Zoom in the page and then zoom out it using 'Ctrl' + 'Mouse wheel' and observe the right side border of 'Device name' and 'Device pixel ratio' text-box. 'Device name' and 'Device pixel ratio' text-box are seems to be chopped from right side. 'Device name' and 'Device pixel ratio' text-box should seen properly. This is a regression issue, broken in M-58 series, below is manual regression range. Good build: 58.0.3005.0 Bad build: 58.0.3006.0 You are probably looking for a change made after 448731 (known good), but no later than 448732 (first known bad). I've reduced the DevTools problem to a fiddle: https://jsfiddle.net/xqvhy8e9/3/ After zooming in, the scrollbar is covering up the tall child element, and its right border is hidden, when we expect it to be visible. The fiddle case I have seems different from the one in ( https://crbug.com/387290 ), but it seems related. szager@, could you please take a look at this Blink issue?
