System becomes unresponsive after session restore.

Project Member Reported by erikc...@chromium.org, Oct 11 2017

Issue description

Hi Windows team,
My brother has a reproducible problem with both session restore and waking from sleep that causes his system to become unresponsive. If you're interested in digging in further, I can get you in contact with him.

OS: windows 7
Chrome Version: Stable

"""
When restoring my last pages after startup, or when waking up from sleep with Chrome open, after about 10 seconds, chrome becomes gradually unresponsive over another 10 seconds, followed by complete computer unresponsiveness. No changes in Memory or CPU usage on Task manager at the time; force quitting the application before it completely freezes also does not work.

Adding some additional interested parties. An ETW trace would also be welcome since the OS is involved.

Can you clarify complete computer unresponsiveness? Does the mouse cursor no longer move (which would suggest the windows kernel is also hung).

UIForETW can be used to gather a system trace of this happening. We'd be very happy to get this data (I really want to address this and have trouble getting worthwhile traces on my machine with all the corp stuff interfering.

Brother ran SFC Scannow and it fixed some system files. By the time I asked him to run UIForETW, he couldn't repro the problem any more.
