CL Had CQ +1 cleared incorrectly. |

Issue descriptionThis CQ run failed with an Infra error and should not have rejected any CLs. https://luci-milo.appspot.com/buildbot/chromeos/master-paladin/16544 It contained these two CLs that depended on each other: https://crrev.com/c/709776 https://crrev.com/c/709738 At the end of the run, the annotataions indicate that both CLs were rejected because the other didn't have CQ +1.

This needs fixing.
