Test PeriodicWave uses at least 8192 values

In https://webaudio.github.io/web-audio-api/#the-periodicwave-interface, the PeriodicWave must support arrays up to length 8192.  It's not exactly clear what this means (https://github.com/WebAudio/web-audio-api/issues/1415), but it seems the intent is that all Fourier coefficients up to at least 8191 should be included in the wave form.

Verify that we do this.
