'(index):1 Uncaught RangeError: Maximum call stack size exceeded' when loading app.js of SPA

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. visit amsnow.net in Chrome version 60 or later, on load only a grey mesh background will appear
2. in dev tools console shows '(index):1 Uncaught RangeError: Maximum call stack size exceeded'
3. when the reference to app.js is commented out of the index.html the error will disappear. 

What is the expected behavior?
The app should load a login screen. 

What went wrong?
The app seems to throw '(index):1 Uncaught RangeError: Maximum call stack size exceeded' when the app.js file is loaded and only the background is loaded.

Chrome version: 61.0.3163.100  Channel: stable
OS Version: 10.0
Flash Version: 

We are using AngularJS 1.5.5 SPA. This web app has been stable and running on previous versions of Chrome and runs on all other browsers.

Able to reproduce this issue and shows inconsistent behaviour while bisecting.
However this issue looks similar to  bug 771653 . Hence marking as Duplicate.

This ticket was merged into 771653. About 2 weeks ago, another Chrome update resolved the issue, but not it has come back. We cannot continue to have this affect our customer base. What is the cause of this issue and when can we expect a permanent fix...??
