[root layer scrolls] fast/scroll-behavior/...

Fails consistently with RLS on Linux:

  virtual/threaded/fast/scroll-behavior/smooth-scroll/main-thread-scrolling-reason-correctness.html

The threaded smooth scroll layout tests are flaky in general ( issue 665577 ), but there's definitely an RLS correlation here that we should understand.

(This is the only failing test in scroll-behavior.)
