CSS computed values are inaccurate on a hidpi display

Project Member Reported by alph@chromium.org, Oct 10 2017

Issue description

I've got a HIDPI monitor (Acer B326HK) and set the display scaling to 1.4 on Linux display settings.

The problem is that once I set a 2px border to a div, it's computed value becomes 1.998px. Please see the attached screenshot.

Due to us using floating point internally to represent the device pixel ratio.
