'Reading List' entries are displayed even after turning off Search and Site suggestions.

Issue description

App Version: 63.0.3237.0 canary
iOS Version: 10.3.3, 11.0.2
Device: iPad Air2, iPhone7 plus
URL: NA

Steps to reproduce:
  1. Launch Google Chrome
  2. Open few webpages and add to ReadingList
  3. Open New tab and make sure NTP shows both Reading List entries and Content Suggestions
  4. Tap Menu → Settings → Privacy → Search and site suggestions → Turn OFF
  5. Open New Tab

Observed results: Reading List entries are still displayed in NTP.  "Reading List" heading is not displayed. "Learn more about suggested content" is still displayed

Expected results: Reading List entries should also be hidden?, If not Reading List heading should always be displayed. "Learn more about suggested content" shouldn't be displayed

The title is only displayed if there is more than one section (i.e. if you only have articles you don't have "Articles for You").
The "Search and site suggestions" settings only disable the remote suggestions (i.e. Articles for You), so it is expected to have the Reading List section.
"Learn more about suggested content" is displayed as long as there is at least one section displayed.
