No web pages display, just get menu bar

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13) AppleWebKit/604.1.38 (KHTML, like Gecko) Version/11.0 Safari/604.1.38

Example URL:

Steps to reproduce the problem:
1. Quit/reopened Chrome, no effect
2. Restarted computer, no effect
3. Downloaded and installed the newest version of Chrome, no effect

What is the expected behavior?
Nothing displays other than the Chrome menu bar.  I cannot even check the Chrome version

What went wrong?
Problem onset after upgrade to OS High Sierra.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? Yes Not sure, it was prior to High Sierra Upgrade.

Does this work in other browsers? Yes

Chrome version: <Copy from: 'about:version'>  Channel: n/a
OS Version: OS X 10.13

Sorry I cannot.  I do not get any display when in Chrome, other than the
menu bar.  However, the last date modified shows Sept.20, 1017 @ 3:01 PM,
 178.7 MB is all the information I can get.

Some things to try:
Try starting Chrome with the following command line flags, and let us know if any of them work:

--disable-extensions 
--force-color-profile=srgb
--disable-mac-overlays
--disable-gpu

I have discovered I can access Chrome's display by opening Chrome and
selecting "minimize".  At that point, the web page loads and then
minimizes.  From there, I can click, and it works normally.  It's not
perfect, but it works.

Unable to reproduce the issu on mac os 10.13 high sierra using chrome M61 #61.0.3163.100 and latest canary M64 #64.0.3241.0 .
