Move IME related interfaces in ui/platform_window/mojo to services/ui/public/interfaces/ime

Having the IME related interfaces in two separate places is rather confusing. They should all live together.

I guess that is primarily the TextInputType enum. I wouldn't be surprised if there are even more places or copies of that one.
