[Bling Bookmarks] Disable ] 'New Folder' affordance when syncing

If bookmarks have not fully synced, disable affordance to create a 'New Folder'. Affordance will now look/act consistency like 'Select' in this state.

This bug will not happen.  The syncing icon shows only at the root folder.  And at the root folder, there will be no bottom context bar.
