Hover dropdown menus not working

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Go to any site that has a dropdown menu if you hover over it
2. Hover over it
3. Doesn't show up

This also happens in Gmail - can't scroll down past the first few labels, or can't scroll back up to click Inbox

What is the expected behavior?
Should work

What went wrong?
Doesn't work

Did this work before? Yes Just switched computers, used to work

Chrome version: 61.0.3163.100  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 27.0 r0

Rechecked this issue on Windows 10, Mac 10.12.6, Ubuntu 14.04 using chrome version 61.0.3163.100 and unable to reproduce it. Hovering displays the drop down menu with out any issues. Tried on labels section on Gmail and w3 Schools hover drop down examples.

@charleshqian: request you to please restart your system, relaunch chrome and try again. Please update us with your observations.

Based on some googling, believe the issue is due to using a laptop with a touchscreen.  Please advise

charleshqian@ Retested the issue on Windows 10 touchscreen laptop on the latest Canary 63.0.3237.7 and unable to reproduce the issue.

Request you to please retry the issue with a sample dropdown testcase and if the issue is reproducible, please provide us the file to check this issue.

Unable to reproduce the issue on chrome stable #62.0.3202.94 on windows 7,hence Marking it as WontFix since there are no feedback from user more than a month.Feel free to raise a new issue if still facing.
