gerrit_util timeout, not retrying?

Filing b/c I observed this last night during "git cl upload". The CL uploaded, so I'm guessing this part of the post-upload tagging code.

HTTP/1.1 500 Internal Server Error
[W2017-10-09 22:35:49,751 14120 140736352666560 gerrit_util.py] ... will retry 4 more times.

It did not retry 4 more times. No tags (CC, TBR) ended up getting applied.

We've updating git cl since then to not make requests post upload.
