Cocoa Bookmarks bubble broken in RTL

Open the bookmark bubble with an RTL language. It feels broken:
- there is no padding on the right for the title.
- controls are not flipped.

It has a new look coming in a milestone or two (--secondary-ui-md)

lgrey@ may have poked around the xib already and know how we're prioritizing fixes there, and whether this has gotten worse.

This should be fixed under the #MacRTL flag (may require an OS restart or relogin). We're still waiting on a few things to launch, so will keep this open until it's rolled out.
