Passwords not syncing

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
I have password sync on, encrypted with a password so you can't view at passwords.google.com, but you should be able to view in chrome://settings/passwords

What is the expected behavior?
Passwords sync correctly

What went wrong?
Passwords do not sync, only on this device. I have tried apt-get purge, but that didn't do anything. chrome://sync-internals shows MergeDataAndStartSyncing@../../components/password_manager/core/browser/password_syncable_service.cc:364, datatype error was encountered: Failed to get passwords from store.

Passwords and all other data sync correctly across all other devices. All other data except passwords sync correctly across this device.

Chrome version: 61.0.3163.100  Channel: stable
OS Version: Mint 17.3
Flash Version: 

This appears to be the exact same issue as 490785 and 351343, both marked as WontFix.

Sounds like the problem is that local passwords logic is unable to read your local password storage, which I believe is your GNOME Keyring. +UI>Browser>Passwords
Yup, that's it. I had been having some issues with keyring but I hadn't thought to connect the two issues, I've fixed it.
