Tabs look like apps

Issue descriptionSteps to reproduce the problem: 1. Touch the tab button. 2. Now touch the Android 7.0 apps button. 3. Note their Rolodex looks exactly the same. What is the expected behavior? One idea might be to use a radically different background. Perhaps the chromium logo repeated many times.
