Web Speech API - text becomes duplicated when speaking

Issue descriptionSteps to reproduce the problem: Steps to reproduce: 1. Go to http://www.google.com/intl/en/chrome/demos/speech.html 2. Tap the microphone icon 3. Tap 'Allow' 4. Say something 5. Wait for the recognized speech to appear in the text field 6. Tap the microphone icon again to stop recognition What is the expected behavior? Text should not become duplicated What went wrong? Observed behavior: Recognized text is duplicated Expected behavior: Text should not become duplicated Frequency: 100% reproducible Did this work before? N/A Does this work in other browsers? Able to reproduce the issue. Duplicate text is being seen Steps Followed: 1. Go to http://www.google.com/intl/en/chrome/demos/speech.html 2. Tap the microphone icon 3. Tap 'Allow' 4. Say something 5. Wait for the recognized speech to appear in the text field and observe. Chrome versions tested: 61.0.3163.98, 63.0.3236.6 OS Android 7.1.2 / Android 6.0.1 Android Devices Pixel XL Build/N2G48E Samsung SM-J710F/NRD90M This seems to be a Non-Regression issue as same behavior is seen since M55.
