Spinner absent during page loading. Browser appears frozen.

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Example URL:

Steps to reproduce the problem:
On some sites the spinner in the tab is absent during loading,
making the user think:
1. I clicked and nothing happened. I'll click again.
2. Is my terminal/computer/network frozen? But the clock is still
working.

This problem does not occur on pure HTML sites. To reproduce try e.g.,
this Facebook experiment:

1. Log into your Facebook account.
2. Browse https://www.facebook.com/search/100000400161692/groups
3. Simulate a slow connection https://developers.google.com/web/tools/chrome-devtools/network-performance/reference#throttling
4. Click a group from the listing.

Notice that while we are waiting for the page to load there is no
spinner spinning at the tab at the top of the screen.

The page appears totally dead for many seconds until suddenly it is
replaced by another page (the group we clicked.)

OK now in the group that has appeared, note e.g.,
<span class="img _55ym _55yn _55yo _2wwb" aria-busy="true" role="progressbar" aria-valuemin="0" aria-valuemax="100" aria-valuetext="Loading..."></span>
evidence that Facebook is trying to handle spinning notifications on
their own.

However the user might not notice where their spinner, as it might be in
an odd spot or even off the screen.

Note you will see the bug at step 4, not step 2.

Was able to reproduce bug on Chrome 60.0.3112.90 in Linux.
