Regression : Unnecessarily all text label gets highlighted after clicking in chrome://settings/appearance.

Issue descriptionVersion: 63.0.3236.0 2fa96eead8c5eea003b5b7fb4f9262b3d136d76b-refs/heads/master@{#507286} OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6) What steps will reproduce the problem? 1. Launch chrome, navigate to chrome://settings/appearance and under 'Show home button' try clicking besides 'Disabled' text label twice or thrice,observe Actual: Unnecessarily all text label under 'Show home button' gets highlighted after clicking near 'Disabled' text label Expected: Unnecessarily all text label under 'Show home button' shouldn't be highlighted after clicking near 'Disabled' text label This is regression issue, broken in ‘M 63’ and will soon update other info : Good build:63.0.3209.0 Bad build: 63.0.3210.0

M63 is branching soon, we will be taking only critical merges. It would be great to have a fix ASAP.

This only happens when you rapidly spam clicks on the text, in which case the default expected behavior *is* to select text. It'll be a nice minor UX improvement if this doesn't happen, but I don't believe this is a stable release blocker.
