We observed that IPC cost can be a bottleneck if the # of resources becomes very large through our various loading measurement (https://docs.google.com/document/d/1ds9EEkcDGnt-iR8SAN-_7nsOfw7gsMfhZjzZ_QAIyjM/edit#).

There are certainly more things to optimize, but looks like batching IPC or batching / doing something better on IPC stub code seems to be one of the potentials we can explore.
