Zoomed out display when going from landscape to portrait

Issue descriptionExample URL: m.baidu.com Steps to reproduce the problem: 1. Go to Accessibility and enable Force zoom. 2. Go to m.baidu.com. Rotate the phone to landscape mode. 3. Type 'g' in search box. Let the suggestion popup appear. 4. Rotate to portrait mode. 5. Observe that the page is zoomed out. Page scale factor is not proper. Refer to the attached image. Note that if we again type one more 'g' in the text box , page now gets displayed properly. What is the expected behavior? Page should get displayed properly. What went wrong? Instead page gets shrunk. Does it occur on multiple sites: N/A Is it a problem with a plugin? N/A Did this work before? N/A Does this work in other browsers? N/A Chrome version: 61.0.3163.100 Channel: stable OS Version: 7.1 Flash Version: This issue does not happen if "Force enable zoom" is turned off.

Able to reproduce the issue in Android. Observed that going from landscape to portrait page gets shrunk Steps Followed: 1. Launched Browser 2. Go to Accessibility and enable Force zoom. 3. Go to m.baidu.com. Rotate the phone to landscape mode. 4. Type 'g' in search box. Let the suggestion popup appear. 5. Rotate to portrait mode. 6. Observe that the page is zoomed out. Page scale factor is not proper Chrome versions tested: 63.0.3234.0, 61.0.3163.98 OS Android 7.0.0 & 7.1.2 Android Devices 7.1.2 Pixel XL Build/N2G48E, 7.0.0: SM-J710F Build/NRD90M This is a Non-Regression issue since seeing this from M55 #55.0.2883.91, Making the status to Untriaged so that the issue would get addressed.
