Chosen device access revocation button does not have accessibility text in Cocoa

Issue description

Chrome 63.0.3218.0
macOS 10.12.6

What steps will reproduce the problem?
(1) Grant a site access to a USB device.
(2) Open Page Info
(3) Use VoiceOver to focus the revocation "X".

What is the expected result?
VoiceOver tells me it's a revocation button.

What happens instead?
"Button".

Views (or at least Windows) already has an a11y string, so we should hopefully be able to reuse that.
