Content in Chrome Home slider not supported in VR

Issue description

Chrome: 63.0.3233.3
Device: Pixel XL 
OS: android N

Home, Downloads, Bookmarks, and History are all now included in a slider menu with the Chrome Home UI. All of that content is not supported in Chrome VR. 

What steps will reproduce the problem?
(1) Open Chrome
(2) For the sake of having at least one tab open, go to any page. e.g. google.com
(3) from omnibox, swipe up. One swipe covers half the screen, swipe up again and it covers the full screen.
(4) Select any of the icons at the bottom of the screen (default is Home icon). e.g.  Downloads, Bookmarks, or History. 
(5) Place phone in headset to start Chrome VR

What is the expected result? Depending on the icon selected, that content will be displayed in Chrome VR. e.g Bookmarks, or downloads, or History.

What happens instead? the tab that is active is displayed. Whatever content was displayed in the Chrome Home slider is not shown.

1. Launch Chrome and navigate to some URL
2. Go to Chrome Menu
3. Tap on 'Help & Feedback'
4. Put the device in VR headset
Status: WontFix (was: Available)
Chrome Home isn't shipping as-is.
