Mobile data shows "No network" when a cellular service is found but not connected

When a cellular service is found but not connected, the settings UI shows "No network" under "Mobile Data", which is confusing. Instead, it should probably  say "Not connected" instead

Hmm, I see 'Not connected' on the main Settings page.

I think this may have been changed recently for Tether.
