[Feedback Stable] Undo option is not available after close the tab or close all tabs

What steps will reproduce the problem?
Users report undo option is not available after close the tab or close all tabs.
It seems these users are using OnePlus3

Tested in chrome Android # 61.0.3163.98 and observed the Undo option after closing the tabs.

Steps Followed:
---------------
1.Install chrome  and open multiple tabs.
2.Closed some of the tabs & closed all the tabs.
Observed Undo option after closing the tabs.

Chrome versions tested:
61.0.3163.98

OS:
Android 7.1.2 

Android Devices:
Pixel XL (Android 7.1.2 / N2G48E)

Requesting MTV team for further triage on Android OnePlus3 device as we don't have here.

We were unable to repro this issue on OnePlus One(A0001)/LRX22G and Samsung Galaxy S7 Edge (SM-G935A)/NRD90M, with Chrome: 61.0.3163.98.
