Material chrome://flags: Searching the page will not reveal hidden text

Issue description

Chrome 63.0.3236.0
macOS 10.12.6

What steps will reproduce the problem?
(1) Visit chrome://flags
(2) Press Ctr-F/Cmd-F
(3) Search for "out-of-process"

What is the expected result?
Cycling through the two results shows both results highlighted.

What happens instead?
One result is not visible when it is "focused". It seems you can make it visible by clicking the description, although there is no visual indication of this.

We decided to stop eliding the description text. 

In a upcoming CL I'm also switching to a global search since it seems much more common that the keywords that users use don't always align with the flag name.
