[Devtools] Auto complete / intellisense does not work in Snippet editor

Issue description

Chrome Version       : 61.0.3163.100
OS Version: OS X 10.13.0

Currently reproducing this on Chrome for Windows as well. 

What steps will reproduce the problem?
1. Open chrome devtools
2. navigate to sources tab, and click on the snippets tab on left hand side corner
3. type console. 

What is the expected result?
I expect a drop down of all the methods defined in the console object

What happens instead of that?
No autocomplete /intellisense

Please provide any additional information below. Attach a screenshot if
possible.
Attached a gif for repro. This is simple as regular autocomplete behavior provided in the regular console tab.

Able to reproduce this issue on reported version 61.0.3163.100 , latest canary 63.0.3236.0 using Mac 10.12.6,Ubuntu 14.04 and Windows 10 with steps mentioned in Comment#0. 

This issue is seen from M50[50.0.2166.0]. As per comment#0 considering this as feature request and marking this as Untriaged.
